Universal Health Coverage has been on the agenda for most countries and access to health has been declared as one of the fundamental human right in the World Health Organisation’s constitution in 1948. This was further ratified in the ground-breaking Alma-Atta Declaration of 1978, where it was decided to have an urgent action plan to develop and implement primary health care throughout the world.

 

The WHO estimates that half of the worlds population still does not have access to full coverage of essential health services, over 100 million people are being pushed to extreme poverty due to healthcare and over 12 percent of the population pays more than 10 percent of their household income for healthcare. This has led to all United Nations member states agreeing to try and achieve 100 percent UHC by 2030.

The problem of not having a concrete healthcare program has been an area of concern for counties in Africa and Asia which have seen frequent wars, famines and other natural disasters. And the emergence of worldwide contagions like SARS, MeRS and Covid – 19 have made the need for achieving 100% coverage of UHC and PHCs that much more urgent.

While PHCs have come up all over the world, most of the developing and emerging countries still do not have a system to manage them efficiently. Whether is the management of patients or their care or the caregivers who manage the PHCs, the supply chain related to the distribution of medicines and ensuring there is adequate stock everywhere, based on the current and estimated needs of that community or ensuring that the patients get access to the various schemes and financial assistance available to them for their treatment at the primary health centres. This is not just a problem of PHCs. Various secondary & tertiary facilities in bigger town and cities also have problems of managing their hospitals, patients, staff and equipment. This is further aggravated by the hundreds of tests and their administrations, patient reports and most importantly ensuring data privacy of their patients.
