The work of managing land, does not stop with the allotment of the said property. The Land Allotment system of CSM works to ensure the allotment system is transparent and enhances the ease of doing business for industries and businesses. However, ensuring the adherences to the stated objectives and plans submitted during the plot allotment process is a key to building a well-managed eco system of business and governance. This has been a pain area for agencies managing large land parcels and the point where most deviations are seen from the plan to actual building of the infrastructure. The primary reason for the deviations are the lack of opportunity to manage all change requests in a seamless process.

Once the land has been allotted and the building plans approved, management of various activities associated with the allotment is of priority. Since these are primarily businesses that make up a majority of the customers, there are a series of approvals that are required on pre-defined frequency, changes to plans based on business exigencies and adherence to various regulations. To automate the workflows and ensure that the facilities for the customers are provided on time and seamlessly, and CSM has developed the third product, Post Allotment Application System as part of the Land and Industry suite.

The Post Allotment Application System has the following module:

  • Temporary Construction Permit: This system is built to quickly approve temporary constructions that a business might need to manage their business better. These permits are time bound and the system has the ability to track approval and also their dismantling post expiry of permit.
  • Mortgage Permission: The system tracks the application and generates digitally signed mortgage permission letter. These are typically required when the business needs to quickly raise money from a lender and needs to give a guarantee.
  • Amalgamation: A process through which multiple adjacent parcels of land can be clubbed together. The system allows the investor to apply for amalgamation of plots in order to get the benefit of marginal open space from adjacent boundaries plots. The dynamic plot control feature in the system helps the applicant to know the FSI and other permissible building parameters before applying for amalgamation.
  • Sub-division: Allows the investor to handover un-utilised areas or divide his plot based on his needs.
  • Additional FSI: The plot holder can apply for additional FSI on the system. It checks for availability of requested amount of FSI from the FSI bank maintained in ERP. Once approved by relevant authorities in the system, additional FSI reflects in the applicant’s account.
  • Extension in Time Schedule: The system tracks the utilization of FSI and construction of building on regular basis. Incase the timelines are not adhered to, the system can send an alert to the plot holder to apply for an extension in exceptional cases as per the policies and guidelines.
  • Plot Forfeiture: This process kicks in when the requisite dues aren’t received by due date. A matrix has been defined to decide on the penalty that needs to be charged for forfeiture. Once the request is approved, the process of refund is initiated in the system. Post this, the corresponding plot reflects as vacant in the GIS.
  • Plot Surrender: The system checks for adherence to pre-requisites such as full payment of dues at the time of application for surrender of plot. Once approved by relevant authorities, the system generates digitally signed surrender deed or letter. The same plot reflects as vacant in the GIS platform.
  • Change in Land Use: A plot holder can seek permission in the system to change the use (Industrial/ Residential/ Commercial) of the plot. AITL also uses this module to record the change in land use in master plan of industrial area.
  • Change in activity or production capacity : The system allows the plot holder to get permission for changing the manufacturing/ commercial activity or changing in production capacity approved for the plot. History of all such changes can be tracked in the system.

The Post Allotment Application system is built to complete the loop, in conjunction with the Land Allotment System.

The Post Allotment Application System, enables the investors and customers to access the various applications and pay fees without the need to go through various departments. Thus, saving time and increasing the efficiency of the system.
